The Empowerment Zone

Detroit’s Empowerment Zone was established by the federal government in an effort to promote economic development and stability in highly distressed areas of the city that experienced extreme impoverishment and out-migration. Neighborhoods within this ‘zone’ receive federal grants for the purpose of improving quality of living for area residents. Businesses are given tax credits for opening shop in the zone and new home owners are given opportunities to purchase properties at a reduced rate. Most properties in this area are available for between $1-$1,000. In some cases, properties are even considered tax exempt. While quality of living in the Empowerment Zone still needs great improvement, much progress has been made in recent years. Many homes have been rehabbed and more and more people are taking advantage of the affordability not seen anywhere else.
